The Minnesota Long-term Care Partnership is a public/private arrangement between long-term care insurers and Minnesota's Medical Assistance (MA) Medicaid program. MA is funded with state and federal dollars and is overseen by the Minnesota Department of Human Services (DHS); eligibility is administered by county offices. To be eligible for MA, an applicant must first be deemed a member of an eligible group and then meet specific requirements relating to residency, citizenship,immigration status, third party liability, income, and assets. n In order for non-residents producers to sell LTCP policies in Minnesota, a 2-hour course must be completed covering the eligibility basics of MA, as well as the asset disregard rules and estate recovery guidelines.
